Jammu and Kashmir’s Finance Department has set up a high-level committee to resolve, within a set timeframe, cases involving government employees seeking coverage under the Old Pension Scheme (OPS).
A government order said the move follows Order No 305-F of 2026, dated September 28, concerning employees appointed to posts or vacancies advertised or notified before the New Pension Scheme was introduced through SRO-400 on December 24, 2009.
The Director General of Accounts and Treasuries will chair the committee.
Its members include officials from the Funds Organisation and the Finance Department, while the Chief Accounts Officer of the Directorate General of Accounts and Treasuries will serve as member secretary.
The panel will coordinate with administrative departments to determine eligibility and ensure complete cases are submitted to the Finance Department.
It will also liaise with the Jammu and Kashmir Funds Organisation, the Pension Fund Regulatory and Development Authority and the designated recordkeeping agency, Protean eGov Technologies Ltd, to address procedural and technical issues.
Its work will include processing withdrawals of accumulated pension funds and transfers to the government exchequer and employees’ General Provident Fund (GPF) accounts, as well as expediting GPF account numbers for eligible employees.
The committee will submit periodic progress reports detailing cases received, reviewed and approved; GPF account numbers issued; cases pending with the National Securities Depository Ltd or the recordkeeping agency; and reconciliation of funds under the New Pension Scheme.
The order said the relevant administrative departments would remain responsible for verifying service records, advertisement or notification details and appointment documents, and for certifying employees’ eligibility.
The member secretary will register, circulate and monitor cases.
