Transport Minister assures balanced approach to public transport policy

Transport Minister Satish Sharma on Thursday assured transport operators that the government would pursue a balanced and consultative approach while expanding public transport services in J&K.

Sharma chaired a meeting in Srinagar with representatives of transport associations and unions from across Kashmir to discuss issues related to public transport operations, Smart City bus services, traffic management and the livelihood concerns of private transport operators.

Senior officials from the transport department, Srinagar Municipal Corporation and other agencies attended the meeting.

Representatives of private transport bodies raised concerns over the proposed procurement of buses for free public transport services, saying any large-scale expansion of government-operated transport should not adversely affect private operators.

Transporters also expressed concern over the free travel facility for women on Smart City buses, arguing that it was affecting the financial sustainability of privately operated transport services in the region.

Another issue discussed during the meeting was the operation of vehicles registered outside Jammu and Kashmir. Transport unions demanded stricter enforcement against the unauthorised operation of outside-registered vehicles to protect local operators.

Representatives also urged the government to ensure that Smart City buses operate only within Srinagar’s notified municipal limits and not extend into routes traditionally served by private transporters.

Taking note of the concerns, Sharma directed that a committee headed by the chief executive officer of the Srinagar Smart City Limited examine the issue of route expansion beyond municipal limits and submit recommendations.

The meeting also discussed the need for a coordinated timetable mechanism involving Smart City buses, Jammu and Kashmir Road Transport Corporation buses and private transport vehicles to reduce route conflicts and improve operational efficiency.

Transport representatives further called for a comprehensive policy to regulate the growing number of e-rickshaws in Jammu and Kashmir, including restrictions on multiple registrations under a single individual.

The issue of an increase in Green Tax by the Ministry of Road Transport and Highways was also discussed, with officials saying the matter would be examined further.

Sharma said the government recognised the importance of the transport sector in employment generation and economic activity and would address genuine concerns through a “transparent, practical and consultative approach”.

He added that the administration would continue efforts to strengthen affordable and efficient public transport while safeguarding the interests and livelihoods of local transport operators.
