Lieutenant Governor Manoj Sinha on Wednesday said the nature of law-and-order threats and terrorism had evolved, urging newly recruited police constables to remain vigilant and strengthen coordination among agencies to counter emerging security challenges.

Addressing over 3200 newly inducted constables of the J&K Police during an appointment letter distribution ceremony in Jammu, LG Sinha said threats now often “hide in plain sight” and demanded “constant, unyielding vigilance”.

“We must remain constantly alert and vigilant. The nature of law and order threats and terrorism has evolved, demanding a constant, unyielding vigilance and alert to threats that hide in plain sight,” he said.

The LG urged the recruits to dedicate themselves to defending the country’s unity and integrity and to uphold the legacy of the J&K Police.

He said the security challenges faced by J&K required close cooperation among different agencies.

“When we share information, plan strategies, and confront the enemy together, we build capacities that no single institution can create alone,” LG Sinha said.

Without naming any country, he said India faced a neighbour “widely known as a source of terrorism in the world” and called on the recruits to stand on the frontline of national security.

The LG also stressed the need to dismantle terror funding and logistical networks.

“Terror does not sustain itself; it needs money, networks, and support systems,” the LG said, calling for the use of the “full force of the law” to trace and neutralise funding sources.

“We must identify every network and dismantle every support system completely,” he said.

LG Sinha also asked the police force to strengthen traditional policing methods alongside the use of modern technology, saying beat policing remained highly effective in maintaining law and order.

“In matters of law and order, beat policing proves highly effective. When a beat constable resolves that no crime will occur within their jurisdiction and that public land will not be occupied illegally, such unwavering commitment inevitably delivers results,” he said.

The LG praised the J&K Police for its action against drug smugglers and peddlers under the ongoing anti-drug campaign in the region.

“J&K Police has laid out a comprehensive plan to completely choke drug entry routes. I am confident that the actions in the coming days will be stringent, and will yield major successes,” he said.

The ceremony was also attended by Chief Secretary Atal Dulloo and Director General of Police Nalin Prabhat.
