Lieutenant Governor Manoj Sinha has summoned the autumn session of the Union Territory’s Legislative Assembly from September 21, with lawmakers required to submit notices for questions, bills and resolutions ahead of the sitting.
Sinha issued the order on Wednesday under Section 18(1) of the Jammu and Kashmir Reorganisation Act, 2019, directing the Assembly to convene in Srinagar at 10 am.
The Assembly Secretariat has asked each member to submit notices for up to four starred and four unstarred questions, as well as one bill, by August 25. Members have also been allowed to submit up to two resolutions by September 5.
The notices can be submitted through the National e-Vidhan Application, or NeVA, platform of the J&K Assembly, or by email to the Assembly secretary in Microsoft Word format.
The session follows a recommendation by the J&K Council of Ministers, headed by Chief Minister Omar Abdullah, which on Aug. 4 proposed that the legislature meet from September 21.
The Speaker is expected to finalise a provisional calendar of business and sittings after consultations with the elected government over the next few days. The Business Advisory Committee could subsequently make changes to the schedule.
Sources cited in the report said the session could run for 10 to 12 days and include seven to eight sittings.
The session will begin nearly two weeks before the October 4 deadline for convening the legislature within six months of its previous sitting. The previous budget session, held in Jammu, ended on April 4.
Separately, the Assembly Secretariat has ordered that meetings and other proceedings of the financial and other committees of the House be suspended from August 22 until further orders because of the upcoming session.
