Committee tasked with recommending budget-neutral reforms across departments

The government has constituted a six-member committee to review staffing patterns and recommend budget-neutral cadre restructuring across administrative departments.
According to an official order, the panel has been mandated to examine the cadre structure of government departments and subordinate offices, assess manpower deployment, and recommend measures to improve administrative efficiency without creating additional financial liabilities.
The committee will be chaired by the Administrative Secretary of the ARI and Trainings Department and include representatives from the General Administration Department, Finance Department, Law Department, and the administrative department under review.
A Deputy Secretary or Under Secretary of the ARI and Trainings Department will serve as member secretary.
According to the order, the committee will identify vacant posts, assess the reasons for prolonged vacancies, and evaluate their functional relevance.
It will also examine posts and organisational units that have become obsolete or redundant and recommend measures including mergers, redesignation, redistribution, rationalisation, upgradation, or downgrading of posts wherever necessary.
The government said the restructuring exercise should align staffing patterns with current administrative and governance requirements while improving efficiency, accountability, and public service delivery.
The committee has been directed to ensure that all recommendations remain budget-neutral and do not involve the creation of new posts or result in recurring expenditure.
It will also assess the impact of any proposed restructuring on promotional avenues, career progression, and overall organisational efficiency before submitting its recommendations to the concerned administrative departments for further action under the applicable rules.
