The memorandum also called for annual audits of all banks operating in Jammu and Kashmir to assess compliance under the CGTMSE scheme. 

“It is easy to catch low-level officials. I dare the ACB to act against big fishes as well,” he said.

The PDP chief said the issue should be addressed through dialogue and confidence-building measures rather than police action.

“Therefore, issues concerning food safety cannot be treated lightly or decided merely on technical considerations,” the court said.

The court said public employment must strictly conform to the constitutional principles of equality and equal opportunity.
