As many as 1455 posts notified by the Jammu and Kashmir Public Service Commission between August 2019 and August 2025 were still awaiting completion of the selection process, according to information provided by the commission under the Right to Information Act.
The commission notified 7502 posts during the six-year period, meaning about 19.4 percent of the advertised positions remained within an ongoing selection process.
The figures were provided by the JKPSC in response to an RTI application filed by journalist M M Shuja seeking information on recruitment, vacancies, expenditure, revenue and pending selections.
The commission said it could not provide information on posts for which written examinations or interviews had already taken place but where the final selection process was still underway.
The 7502 posts were advertised across various departments of the J&K government.
The RTI response also identified eight court cases concerning recruitment and selection. They included cases involving the Animal and Sheep Husbandry Department, Physical Education lecturers, District Sericulture Officers, faculty positions at the Government Unani and Ayurvedic Hospital in Ganderbal and Assistant Commissioner Food Safety posts.
The response also showed wide variations in the commission’s annual spending.
In 2020-21, JKPSC had an approved budget of Rs 20.93 crore but reported expenditure of Rs 41.54 crore.
Its approved budget rose sharply to Rs 165.18 crore in 2021-22, against which it spent Rs 68.45 crore.
In 2022-23, the commission had an approved budget of Rs 170 crore and spent Rs 59.45 crore. Expenditure fell to Rs 10.19 crore in 2023-24 against the same Rs 170 crore allocation.
Spending increased to Rs 61.35 crore in 2024-25 against a Rs 100 crore budget and to Rs 109.99 crore in 2025-26 against an approved allocation of Rs 150 crore.
Across the six years, the commission’s approved budget totalled Rs 776.11 crore, while reported expenditure stood at Rs 350.97 crore.
The commission declined to provide some other information sought under the RTI, including certain voluminous post-wise details, saying that compiling the information in the requested format would divert its time and resources.
