People’s Democratic Party (PDP) legislator Waheed-ur-Rehman Para has submitted a resolution to the Jammu and Kashmir Assembly calling for a sustained political process and a one-time review and amnesty for people affected by years of conflict.
The resolution, submitted to the Assembly secretary on September 5, calls on the central government to begin a “meaningful and sustained” political process in Jammu and Kashmir.
It also seeks a time-bound humanitarian review of cases involving young people who, according to the resolution, were caught up in circumstances beyond their control or continue to face restrictions related to past cases.
The proposed measure includes a review of restrictions affecting passports, security clearances, education and employment, while retaining due process and safeguards for serious offences.
“The House calls upon the government of India to begin a meaningful and sustained political process in Jammu & Kashmir,” the resolution says, while calling for a one-time comprehensive amnesty for those affected by years of turmoil.
Para said the proposed measure was aimed at giving young people an opportunity to study, work, travel, and rebuild their lives while maintaining accountability for serious offences.
The resolution calls for replacing exclusion with opportunity and conflict with reconciliation.
