The Jammu and Kashmir government has yet to finalise the restructuring of its planning apparatus, six months after Chief Minister Omar Abdullah told the Assembly that the transfer of Planning Department functions to the Finance Department was under review.
In a written reply to CPI (M) MLA Muhammad Yousuf Rather (Tarigami), the government said the “functional mandate, role and organisational positioning” of the Planning, Development and Monitoring Department remained under examination.
Consultations involving the General Administration, Finance and PD&MD departments are examining the distribution of functions, project appraisal, development planning, monitoring and evaluation.
The government said administrative, organisational, functional and financial considerations would have to be assessed before a decision.
Omar had told the Assembly in March that changes would be made after reviewing the existing arrangement.
The government also did not provide details on proposed planning cells at district and block levels or set a deadline for completing the restructuring.
