India’s National Investigation Agency (NIA) on Friday filed a chargesheet against an arrested man and three Pakistani militants killed in a February attack in Jammu and Kashmir’s Kishtwar district, the agency said.
The 535-page chargesheet was filed before the NIA Special Court in Jammu against Muneer Ahmad, a resident of Naidgam in the Chatroo area of Kishtwar, and the three slain militants identified as Saifullah alias Saifullah Kashmiri, Atiq Nazir, and Atiq-ur-Rehman.
The case relates to a February 2026 terrorist attack at Wani Mohalla, Passer Kote, in Chatroo, registered as RC-03/2026/NIA/JMU.
The agency said the chargesheet detailed the alleged conspiracy, the roles of the three militants and Ahmad’s involvement, along with supporting evidence.
According to the NIA, Ahmed has been charged under relevant provisions of the Unlawful Activities (Prevention) Act, 1967, for allegedly harbouring and concealing terrorists involved in attacks on security forces and civilians in the mountainous district.
The agency said it had also invoked penal provisions against the terrorists for waging war against India and conspiring to carry out attacks from across the border.
The attack involved three militants led by Saifullah, whom the NIA identified as a Pakistani national and commander of the proscribed Jaish-e-Mohammad (JeM).
The agency said the group operated as Kashmir Tigers, also known as the Azrael Group, under JeM.
Security forces killed all three militants in retaliatory firing, the NIA said.
The agency said the group had been active in the upper reaches of Kishtwar and was linked to several attacks that killed security personnel and civilians.
Ahmad allegedly provided support to the group, it added.
The NIA said its investigation, which lasted nearly five months, traced the conspiracy to Pakistan.
Further investigation is continuing, the agency said.
