The Union Cabinet has approved the establishment of a bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh, a move the government says will significantly improve access to higher judicial services in the remote Union Territory.
Union Home Minister Amit Shah said the decision, taken under Prime Minister Narendra Modi, would reduce the time and travel burden faced by residents seeking legal remedies before the High Court.
“The Union Cabinet, under the leadership of the PM Shri Narendra Modi Ji, has decided to set up a bench of the High Court of Jammu and Kashmir in Ladakh,” Shah said in a post on X.
The decision is particularly significant for residents of Leh and Kargil, who have faced logistical difficulties in accessing the High Court since Ladakh became a separate Union Territory following the reorganisation of Jammu and Kashmir in 2019.
Ladakh’s vast geography, extreme weather and long distances between settlements have made access to higher judicial institutions difficult for litigants and lawyers.
A High Court bench within the Union Territory is expected to reduce the need for residents to travel outside Ladakh for proceedings and make judicial services more accessible.
The move could also strengthen the region’s legal infrastructure by creating facilities for court proceedings, registry operations and associated judicial services.
Shah said the government remained committed to Ladakh’s development and constitutional safeguards.
The decision comes amid a broader effort by New Delhi to expand administrative and institutional infrastructure in Ladakh following its separation from the erstwhile state of Jammu and Kashmir.
For residents and legal practitioners, the proposed bench addresses a longstanding practical problem: access to justice in one of India’s most geographically challenging regions.
The precise location, jurisdiction, operational structure and timeline for the bench were not immediately available.
The Cabinet decision nevertheless marks a significant step towards decentralising higher judicial access in Ladakh and bringing the High Court closer to the people it serves.
