Jammu and Kashmir is preparing a framework for a comprehensive transfer policy for reserved-category employees, the government told the legislative assembly on Monday.
The government said a committee was drafting broad principles for transfers in response to persistent security concerns.
Implementation would follow scrutiny of data and finalisation of recommendations, taking into account legal, administrative, cadre-management and security considerations, it said.
In a separate response, the government said the first five years of service rendered by Rehbar-e-Taleem teachers before regularisation would count on a notional basis as qualifying service for pension and other retirement benefits, where applicable.
It said a 2014 cabinet decision had already approved counting the initial five years of pre-regularisation service, and the provision was notified in June 2014.
ReT teachers regularised before Jan. 1, 2010 fall under the Old Pension Scheme, while those regularised after that date are covered by the New Pension Scheme, the government said.
