Jammu and Kashmir Bank has proposed the appointment of Ladakh Finance Secretary Tsewang Tharchin as a non-executive director, as existing director R K Chhibber is due to retire by rotation.
The proposals have been added to the agenda of the bank’s 88th annual general meeting, scheduled for September 22 in Srinagar.
Shareholders will first be asked to take note of Chhibber’s retirement and approve a proposal not to fill the resulting vacancy at the meeting.
The bank said the vacancy would subsequently be filled by its board, subject to shareholder approval.
They will also vote on Tharchin’s appointment as a director liable to retire by rotation.
The Ladakh administration proposed Tharchin for the position, following which the bank’s Nomination and Remuneration Committee conducted due diligence on his candidature on August 29.
The board appointed him as an additional director on August 31 and recommended his appointment to shareholders.
Tharchin, a 2007-batch Indian Audit and Accounts Service officer, took charge as Commissioner Secretary of Ladakh’s Finance Department in July 2026.
He previously served as Accountant General (Audit), Jammu and Kashmir.
His earlier assignments included senior positions in the J&K accountancy establishment, the National Company Law Tribunal and the Comptroller and Auditor General of India.
The bank said Tharchin would not receive sitting fees or other remuneration from it while he remains a full-time government employee. It disclosed his shareholding in the bank as nil.
Remote voting on the resolutions will run from September 19 to 21, the bank said.
