Govt transfers 136 JKAS officers

Major reshuffle affects administration, tourism, revenue, development departments

The government has transferred 136 officers of the Jammu and Kashmir Administrative Service in a major administrative reshuffle covering key departments and districts.

The transfers were ordered by the General Administration Department with immediate effect through Government Order No 1463-JK(GAD) of 2026, dated September 1.

Shahbaz Ahmad Mirza, a member of the J&K Special Tribunal, has been appointed secretary of the J&K Public Service Commission against an available vacancy.

Gulzar Ahmad Dar, special secretary in the Planning, Development and Monitoring Department, has been posted as special secretary in the Cooperatives Department.

Rifat Kohli, special secretary in the Housing and Urban Development Department, has been appointed chief operating officer of Himayat, while Bhumesh Sharma, secretary of the J&K Advisory Board for Development of Kisans, has been posted as secretary of the J&K Advisory Board for Development of Pahari Speaking People.

Khalid Majeed has been posted as special secretary in the School Education Department, while Kanta Devi, regional director of Survey and Land Records in Jammu, has been transferred as special secretary in the Health and Medical Education Department.

Rajinder Singh, special secretary in the Agriculture Production Department, has been moved to the Disaster Management, Relief, Rehabilitation and Reconstruction Department.

Other senior-level changes include Sanjay Gupta’s posting as additional secretary in the Forest, Ecology and Environment Department and Amarjeet Singh’s appointment as additional district development commissioner, Poonch.

Pankaj Gupta has been posted as regional director of Survey and Land Records in Doda, while Gulzar Ahmad Bhat has been appointed additional district development commissioner, Pulwama.

Namrita Dogra has been posted as regional director of Survey and Land Records in Jammu. Anju Gupta has been appointed additional inspector general of registration, Jammu.

Jogindera Singh Rai has been appointed managing director of the J&K Agro Industries Development Corporation.

Rifat Aftab Qureshi has been posted as director of Command Area Development, Kashmir, while Rajneesh Gupta has been transferred to the Hospitality and Protocol Department.

Fayaz Ahmad Banday has been posted as director of Urban Local Bodies, Kashmir, while Basharat Hussain has been appointed chief executive officer of the Tourism Development Authority, Rajouri.

Several changes were also made in tourism, with Rakesh Dubey appointed CEO of the Tourism Development Authority, Patnitop, and Alyaz Ahmad Naisroo appointed CEO of the Tourism Development Authority, Gulmarg.

Tazayun Mukhtar has been appointed secretary of the J&K Sports Council, while Dhananter Singh has been posted as additional commissioner, State Taxes, Jammu.

Other officers have been assigned to departments and institutions including education, cooperatives, social welfare, finance, tourism, transport, industries and commerce, food and civil supplies, and rural development.

The order also includes transfers of junior-scale JKAS officers to various departments and postings in administrative positions.

The government said all officers covered by the order would be deemed relieved immediately from their existing places of posting.

The order was issued by the General Administration Department and signed by Commissioner Secretary M Raju.
