The administration has revised its framework for ex-gratia assistance to people affected by law-and-order disturbances, setting compensation at Rs 25 lakh for domicile defence and central armed police personnel killed in militancy-related incidents.
The consolidated policy, notified by the General Administration Department, replaces an earlier order issued in December 2025 and covers police and security personnel, government employees, civilians, and damage to property.
Under the new provisions, J&K Police personnel killed in service will be eligible for Rs 5 lakh. Permanent disability will attract Rs 75,000 and partial disability Rs 10,000.
Dependants of J&K Police personnel will also be eligible for an additional Rs 33 lakh, while Rs 7 lakh will be available from the Ministry of Home Affairs Police Welfare Fund, subject to the prescribed conditions.
For defence personnel and central armed police forces, the ex-gratia for domicile personnel killed in J&K or elsewhere has been fixed at Rs 25 lakh. Non-domicile personnel killed in J&K will be eligible for Rs 5 lakh.
Permanent and partial disabilities suffered in J&K will attract Rs 75,000 and Rs 10,000 respectively.
For other government employees, including magistrates, compensation for death has been fixed at Rs 2 lakh.
Permanent disability will attract Rs 75,000, while injuries requiring hospitalisation for more than 24 hours will qualify for Rs 5000.
The compensation for hospitalisation of less than 24 hours is Rs 1000, while injuries treated through first aid will attract Rs 500.
Civilians not involved in violence will be eligible for Rs 1 lakh in case of death, Rs 75,000 for permanent disability, Rs 5000 for serious injuries and Rs 1000 for minor injuries.
Deaths caused by cross-border shelling along the International Border and Line of Control will also qualify for Rs 1 lakh.
The order provides separate provisions for people killed by militants and those who become informers.
Relief in cases where a missing person is presumed dead may also be sanctioned following an inquiry and submission of indemnity and surety bonds.
The government has also laid down compensation for property damage.
For immovable property damaged in bomb blasts or sabotage, relief will be limited to 50 percent of the assessed loss or Rs 1 lakh, whichever is lower.
Damage caused during counter-militancy operations by the Army or central police forces will be covered up to Rs 10 lakh or actual loss, subject to ceilings of Rs 7 lakh for immovable and Rs 3 lakh for movable property.
Damage caused by shelling along the International Border and LoC will attract 50 percent of the assessed loss or Rs 1 lakh, whichever is lower.
The Deputy Commissioner will generally sanction relief on recommendations of district-level committees.
Aggrieved applicants can appeal to the Divisional Commissioner within 30 days.
