Speaking in the Lok Sabha during a debate on legislation linked to women’s quota and delimitation, Gandhi said the proposal was “a shameful act” that sought to “change the country’s electoral structure while hiding behind India’s women”.
The bill failed to secure the required two-thirds majority in the lower house, with 298 lawmakers voting in favour and 230 against, out of 528 members present.
A total of 298 lawmakers voted in favour of the bill and 230 against, falling short of the two-thirds majority required for passage, parliamentary officials said.
Subject to favourable weather and road conditions, both light motor vehicles and heavy vehicles will be allowed to ply towards Srinagar and Jammu on Friday as well, officials added.
The withdrawn services include issuance of VAT-65 forms, tax clearance certificates for supply contracts (Form VAT-46) and work contracts (Form 5T-64) under the Finance Department’s Excise and Taxation wing, as well as Grid Connected Rooftop Solar (Residential) and PM-KUSUM services under the Science and Technology Department.
