The Central Administrative Tribunal in Srinagar has directed authorities not to finalise the selection of a Conservation Assistant in the Divisional Cadre Kashmir until a dispute over a candidate’s training qualification is examined.
The order followed a plea by Reyaz Ahmad Shah, who secured 75 marks and stood first in the written examination for the post advertised by the Jammu and Kashmir Services Selection Board.
Shah was subsequently placed in the provisional selection list, but his training qualification became the subject of a clarification.
He said he held an MSc in Chemistry from the University of Kashmir and had completed conservation and museology-related online courses through Coursera, including courses associated with Sapienza University of Rome and the American Museum of Natural History.
The tribunal said equivalence of qualifications was a matter for experts and observed that the JKSSB and concerned departments had not resolved the issue.
It said the authorities appeared to have “passed the buck” rather than determining whether the training met the advertisement’s requirements.
The tribunal allowed the government and JKSSB to seek assistance from the University of Kashmir’s Equivalence Committee.
The matter has been listed for November 17.
