Jammu and Kashmir will conduct a 30-day House Listing Operation (HLO) for Census 2027 from June 1 to June 30, 2026, as part of a fully digital enumeration exercise, officials said.
According to a notification issued by the Union Territory’s Planning Development and Monitoring Department, the HLO phase will be preceded by a 15-day self-enumeration window from May 17 to May 31, during which residents can submit details digitally.
Chief Secretary Atal Dulloo directed officials to complete training of census personnel and ensure readiness for the self-enumeration phase and subsequent field operations, describing Census 2027 as a shift towards a “fully digital and paperless” data system.
Officials said the exercise will use mobile applications for field data collection and a self-enumeration portal available in multiple languages, including Urdu in Jammu and Kashmir. A real-time monitoring system will also track field operations.
The census will be conducted in two phases, with population enumeration scheduled for September 2026 in snow-bound areas and February 2027 in other regions.
