Jammu and Kashmir has introduced a uniform building permission fee structure across its urban areas, setting the rate at Rs 80 per square metre for residential buildings and Rs 270 per square metre for commercial and other specified categories.
The new rates, notified by the Housing and Urban Development Department, apply to all urban local bodies and development authorities in the Union Territory.
Under the new schedule, mixed-use buildings will attract a fee of Rs 150 per square metre, while commercial, public, semi-public, industrial and other special-category buildings will be charged Rs 270 per square metre.
Religious buildings have been exempted from the building permission fee.
Applicants will also have to pay a malba security of Rs 3000 for residential buildings and Rs 10,000 for other categories.
A compounding fee equivalent to 40 percent of the applicable building permission fee will be charged in addition to the regular permission fee.
The fee structure was notified under Government Order No 157-JK(HUD) of 2026 in accordance with the Jammu and Kashmir Unified Building Bye-Laws, 2021.
The new rates replace varying fee structures previously applied by municipal corporations, councils, committees and development authorities.
The rates will be integrated into the Online Building Permission System and Auto-DCR to standardise the processing of applications.
The government said the move was intended to improve uniformity and transparency, reduce disparities between urban authorities and make the building permission process more predictable for citizens and businesses.
