Some 3175 rural landless households in Jammu and Kashmir are still awaiting land to build homes under the federal government’s rural housing programme, the Ministry of Rural Development told parliament on Tuesday.
The ministry said 3673 landless households in the union territory had been identified as eligible under the Pradhan Mantri Awas Yojana-Gramin, but land had been provided to only 498 of them.
The figures were contained in a written reply by Rural Development Minister Shivraj Singh Chouhan to a Lok Sabha question and were based on data available as of August 6, 2026.
The federal government said landless beneficiaries are given priority under the scheme, but responsibility for providing land rests with the states and union territories.
J&K has been assigned a target of 341,644 houses under PMAY-G. Of these, 334,597 had been sanctioned and 326,860 completed, while 14,784 houses remained incomplete, according to the ministry.
The government attributed delays in completion to several factors, including beneficiaries’ unwillingness, permanent migration, disputed succession involving deceased beneficiaries, delays in providing land to landless families, delays in updating credit confirmation through the state financial management system, elections, and shortages of construction material.
Nationwide, 561,919 rural landless households have been identified as eligible under the programme.
Land has been provided to 326,183, leaving 235,736 awaiting allotment.
The government has approved the second phase of PMAY-G, under which an additional two crore rural houses are to be completed by March 2029.
It said implementation was being monitored through regular reviews, a dedicated dashboard, and workshops with states and union territories, alongside the release of funds, allocation of targets, and training of rural masons.
