J&K Assembly takes up 31 of 328 listed questions

House records 25 hours of proceedings over 7 sittings

Jammu and Kashmir’s Legislative Assembly took up only 31 of the 328 listed starred questions during its seven-sitting autumn session, which concluded on Wednesday after recording 25 hours of proceedings.

Speaker Abdul Rahim Rather presented the session’s business figures to the House, saying the Assembly had received 646 questions, including 328 starred and 318 unstarred questions.

A total of 625 questions were listed for the House, while 20 were disallowed and one was withdrawn. Besides the 31 questions taken up, members raised 57 supplementary questions.

The Assembly received 79 Calling Attention Notices during the session. Of these, 56 were admitted, 23 were disallowed and 30 were listed.

On legislative business, Rather said the government introduced eight bills during the session, of which six were passed and two withdrawn. The House also received 23 government bills, while 49 private members’ bills were carried forward from previous pending business.

Three papers were tabled during the session.

The Assembly received two government resolutions, both of which were adopted. Of 70 private members’ resolutions received, 63 were admitted and seven disallowed.

Seven private members’ resolutions were balloted and listed, but only one was taken up and adopted.

The session also included discussions on the report of the House Committee on the Jal Jeevan Mission and the prevailing situation amid an acute shortage and unavailability of essential financial material.

The autumn session, which began on September 21, witnessed political exchanges and disruptions over several issues, including a resolution concerning the restoration of Jammu and Kashmir’s statehood.

Rather said he had sought to allow members to express their views and raise public concerns during the proceedings.

“I wanted to give the freedom of expression to the members. Let me listen to them,” he said.

The session concluded on September 30 after seven sittings.
