Bhim Sen Tuti has been appointed inquiry officer to investigate charges framed against Deputy Superintendent of Police Sunil Singh, according to a government order.
The order, issued by Principal Secretary Home Chandraker Bharti on behalf of Lieutenant Governor Manoj Sinha, sanctioned the initiation of a departmental inquiry against Singh.
It said Himanshu Mahajan would serve as the presenting officer in the case.
The inquiry officer has been directed to complete the proceedings and submit a report to the Home Department within one month.
Singh, the former Sub-Divisional Police Officer of Gandhi Nagar in Jammu, was suspended on Nov. 14, 2025 pending inquiry in connection with an alleged assault case involving a Jammu and Kashmir Administrative Service officer.
The suspension was ordered under Rule 31(1) of the Jammu and Kashmir Civil Services (Classification Control and Appeal) Rules, 1956. During the suspension period, Singh was attached with Police Headquarters, Jammu and Kashmir.
Before the suspension, Singh was transferred by Director General of Police on Nov. 10, 2025 after allegations surfaced that he assaulted a JKAS officer during election-related duty in Jammu.
The alleged victim, Block Development Officer Azhar Khan, was posted as nodal officer for transport during the Nagrota by-election at the time of the incident.
Following the episode, officers of the Jammu and Kashmir Administrative Service lodged a protest and wrote to the Lieutenant Governor expressing “deep anguish” over the incident.
The officers alleged Khan was abused and assaulted while performing official duty during the distribution of polling parties.
The JKAS officers had also threatened to proceed on mass casual leave unless strict action was taken against the officer concerned and safeguards were put in place for the security of civil officers.
