FCIK to submit white paper to PM on industrial scheme implementation in J&K

The chamber said data from the Department for Promotion of Industry and Internal Trade shows uneven distribution of approvals and disbursements

The Federation of Chambers of Industries Kashmir (FCIK) said it will submit a white paper to Prime Minister Narendra Modi on the implementation of the New Central Sector Scheme (NCSS) in Jammu and Kashmir, alleging regional imbalances in its rollout.

The industrial body said copies of the document will also be sent to Union Home Minister Amit Shah, Lieutenant Governor Manoj Sinha, and Chief Minister Omar Abdullah.

According to FCIK, while the scheme was designed to promote balanced industrial growth across districts in Jammu and Kashmir, its implementation has largely reinforced existing industrial clusters rather than expanding development to underserved regions.

The chamber said data from the Department for Promotion of Industry and Internal Trade shows uneven distribution of approvals and disbursements, with a majority of activity concentrated in established industrial areas of Jammu division and select districts of Kashmir.

It also flagged disparities in approval and rejection rates between regions, and said a small number of large units account for a disproportionate share of approved incentives, raising concerns over equitable distribution.

FCIK has urged the administration to set up an independent high-level committee to review whether the scheme’s implementation aligns with its original objective of balanced, block-level industrial development.

The chamber said that while the scheme has generated significant investment interest, its impact on ground-level employment and regional industrial diversification remains limited.
