Govt orders major bureaucratic reshuffle, transfers 179 officers

The changes span key governance sectors including housing, finance, rural development, planning, power, mining and social welfare, and affect both secretariat-level and field postings across J&K.

Authorities in Jammu and Kashmir on Thursday ordered the transfer and posting of 179 officers of the Jammu and Kashmir Administrative Service (JKAS) and its junior scale in one of the largest administrative reshuffles in recent months, according to an official order.

The changes span key governance sectors including housing, finance, rural development, planning, power, mining and social welfare, and affect both secretariat-level and field postings across J&K.

Among senior appointments, Asif Hamid Khan was named secretary in the Jal Shakti Department, while Smita Sethi was posted as managing director of the J&K Housing Board. Manzoor Ahmad Qadri was appointed managing director of J&K Financial Corporation, and Mohammad Rafi was posted as director general of libraries.

Shahbaz Ahmad Mirza was moved as a member of the J&K Special Tribunal, while Rubina Kousar was appointed mission director of ICPS and Vatsalya. 

Mushtaq Ahmad was named director of estates, Jammu, and Nawab Din was posted as special secretary in the ARI and Trainings Department.

In key development roles, Gulzar Ahmad Dar was appointed additional district development commissioner (ADDC) Kupwara, while Krishan Lal was posted as ADDC Reasi and Nazir Ahmad Mir as ADDC Bandipora.

Reyaz Ahmad Wani was named director of rural development, Kashmir, while Pankaj Raj Katoch was appointed director of Panchayati Raj. 

Shabir Hussain Bhat was posted as vice-chairman of the Srinagar Development Authority.

In economic and infrastructure-related departments, Pawan Kumar Sharma was appointed director of geology and mining, while Suraj Parkash Rukwal was moved as special secretary in the tourism department. Ashish Kumar Gupta was named director of disaster management.

In institutional roles, Khurshid Ahmad Sanai was appointed secretary of the J&K Services Selection Board, while Rakesh Kumar was posted as its member. 

Atul Sharma was named managing director of J&K Minerals Limited, and Pardeep Singh was appointed managing director of the J&K Handloom and Handicrafts Development Corporation.

The reshuffle also included multiple changes in taxation, transport, education, tourism and municipal administration, with postings at the level of additional secretaries, deputy commissioners, joint directors and district officers.

Officials said the exercise was aimed at strengthening administrative efficiency and ensuring better governance across departments.

The order also reassigned several officers to awaiting adjustment in the General Administration Department, while others were given additional charges or placed at the disposal of departments including finance, mining and tribal affairs for further posting.

The large-scale reshuffle covers postings across both Jammu and Kashmir divisions, reflecting a broad reorganisation of administrative responsibilities in J&K.
