Kashmir Impulse Desk

New Delhi, June 11

Union Home Minister Amit Shah will chair a high-level security review meeting on Jammu and Kashmir on Friday, with a focus on preparations for the annual Amarnath Yatra scheduled to begin next month, officials said.

Lieutenant Governor Manoj Sinha, senior civil administration officials, police officers and representatives of security agencies are expected to attend the meeting in New Delhi, according to sources familiar with the preparations.

The review comes weeks before the pilgrimage to the Amarnath cave shrine, which begins on July 3 and concludes on August 28, and is expected to attract hundreds of thousands of devotees.

Officials said discussions are likely to focus on deployment of security personnel, intelligence coordination, surveillance systems and contingency plans aimed at ensuring the safe conduct of the pilgrimage.

Shah is expected to assess the overall security situation in Jammu and Kashmir and review measures taken to safeguard pilgrims travelling along the traditional Pahalgam route and the shorter Baltal route, sources said.

The meeting follows a separate review chaired by Sinha in Srinagar on Wednesday, during which he directed departments to complete arrangements related to infrastructure, healthcare, sanitation, connectivity and other services for pilgrims.

“Our collective goal is to ensure a safe, seamless and spiritually fulfilling pilgrimage for every devotee,” Sinha said after the meeting.

Meanwhile, Inspector General of Police (Security) Sujit Kumar on Thursday inspected key transit camps along the Pahalgam route to review security and logistical arrangements ahead of the pilgrimage.

Kumar visited transit facilities at Qazigund and Mirbazar in south Kashmir, where officials briefed him on the multi-layered security grid and the deployment of screening and surveillance equipment, including explosive detectors, X-ray scanners, jammers, metal detectors and CCTV systems.

He also reviewed medical, sanitation, communication and emergency response arrangements and stressed the need for close coordination among the police, paramilitary forces, army and civil administration.

“Robust security measures, prompt response capabilities and close inter-agency coordination are vital for the smooth conduct of the Yatra,” Kumar told officers during the inspection.

Authorities have intensified preparations for the annual pilgrimage, with plans including a three-tier security cover, drone surveillance, mock drills and upgraded facilities at base camps and transit points.

The Amarnath Yatra is one of India’s largest religious pilgrimages and requires extensive security arrangements across multiple districts of Jammu and Kashmir each year.

Kashmir Impulse Desk

Srinagar, June 11

Rain, thunderstorms, gusty winds and hailstorms swept parts of Jammu and Kashmir on Thursday, ending a spell of above-normal temperatures across the region, while fresh snowfall was reported from higher reaches including the Apharwat hills in north Kashmir’s Gulmarg area.

A fresh western disturbance influenced weather conditions across the region during the day, bringing rain and thundershowers to several areas, officials at the Meteorological Centre in Srinagar said.

Many places witnessed brief but intense showers accompanied by thunderstorms, lightning and strong winds during the afternoon and evening, they said.

The weather office had earlier warned of rain, thundershowers, hailstorms, lightning and gusty winds over parts of south Kashmir and several districts of the Jammu region, including Rajouri, Ramban, Reasi, Udhampur, Doda and Kishtwar.

It also cautioned about the possibility of localised flash floods and mudslides in vulnerable areas due to intense short-duration rainfall.

In Kupwara district, a lightning strike triggered a forest fire in pine-covered areas of Sazaan village, officials said. No casualties were reported immediately.

The Meteorological Department advised residents to remain indoors during thunderstorms and avoid electric poles, overhead wires, old trees and weak structures.

It also recommended suspension of boating and shikara services on Dal Lake and other water bodies during adverse weather conditions.

The change in weather came after temperatures remained above seasonal averages across most parts of Jammu and Kashmir earlier in the day.

Srinagar recorded a maximum temperature of 31.5 degrees Celsius, 3.5 degrees above normal, while the minimum settled at 18.5 degrees Celsius, nearly four degrees above average. Qazigund recorded a maximum of 30.2 degrees Celsius, while Pahalgam registered 25.9 degrees Celsius and Kupwara 30.2 degrees Celsius.

Gulmarg, the union territory’s premier ski resort, recorded a maximum temperature of 21.6 degrees Celsius.

In the Jammu region, Jammu city was the hottest place at 41.8 degrees Celsius, around three degrees above normal. Katra recorded 38.3 degrees Celsius, Batote 31.3 degrees Celsius and Bhadarwah 27.2 degrees Celsius.

Among rainfall stations, Batote received 24.6 mm of precipitation during the day, followed by Bhadarwah with 21.2 mm. Katra recorded 2.6 mm and Pahalgam 1.2 mm, while several other stations reported only trace rainfall.

The Meteorological Department forecast partly to generally cloudy weather with light to moderate rain, thunderstorms, lightning and gusty winds at many places through June 12.

From June 13 to 17, weather conditions are expected to remain partly to generally cloudy with scattered rain and thundershower activity, mainly during afternoon and evening hours.

The department advised orchard growers to avoid spraying operations on June 12 because of the likelihood of widespread thundershower activity, adding that morning spraying may be possible from June 14 onwards depending on local weather conditions.

It said thundershowers during the forecast period were likely to be brief but could be accompanied by isolated hailstorms and strong winds.

Ring Roads to Improve Urban Mobility
Gadkari stated that the Srinagar Ring Road project is being implemented in multiple phases to decongest the city and facilitate seamless movement towards Baramulla, Kupwara, Bandipora, Gurez, Kargil and Leh. Connectivity to Srinagar Airport and the railway station is also being strengthened through dedicated spur links.
Similarly, the Jammu Ring Road project is being developed to reduce urban congestion and improve traffic circulation around the city. The proposed eastern section will further strengthen regional connectivity and provide a shorter route towards Katra.

Delhi–Amritsar–Katra Expressway to Strengthen Regional Linkages
The Minister said that the Delhi–Amritsar–Katra Greenfield Expressway will provide faster and more efficient connectivity between Delhi and Katra while strengthening economic linkages across northern India and improving access to Jammu & Kashmir through a modern access-controlled corridor.

Tunnel Infrastructure Driving a Connectivity Revolution
Highlighting the Government’s focus on tunnel infrastructure in the Himalayan region, Shri Gadkari said that tunnel construction has become a key component of highway development to ensure all-weather connectivity, improve road safety and enhance strategic mobility.
He emphasized that these infrastructure initiatives are not merely transportation projects but instruments of economic growth, tourism development, employment generation, regional integration and national security.
Gadkari said that the successful breakthrough of the Zojila Tunnel symbolises the emergence of a New India that transforms geographical challenges into opportunities for development, prosperity and national progress.

Kashmir Impulse Desk
Srinagar, June 9
An Iranian engineer overseeing key aspects of the strategically important Zojila Tunnel project in Kashmir said he considers India his second home after spending five years working in the country, as construction on the all-weather road link between Kashmir and Ladakh advances toward completion.
Yusuf Eshaghpour, a tunnel and geotechnical specialist from Iran, serves as the Authority Engineer for the 13.15-km Zojila Tunnel project, supervising design and construction works under consultant Intercontinental Consultants and Technocrats (ICT).
Speaking after a major breakthrough in the project, Eshaghpour said he had been associated with the tunnel since 2022 and had developed strong personal ties with India.
“I am from Iran and married in India. I have been working here for the last five years, so I call India my second home,” he said.
The tunnel, being constructed beneath the Zojila Pass at an altitude of about 11,500 feet, is expected to provide year-round road connectivity between the Kashmir Valley and the Ladakh region, which is frequently cut off during winter due to heavy snowfall.
Eshaghpour described the project as one of the most challenging assignments of his career because of the difficult terrain and harsh climatic conditions.
“Our job is to supervise, check and design the tunnel work. I have worked on various tunnel projects, but this one is particularly challenging because of its geographical and climatic conditions,” he said.
Eshaghpour said extensive precautions had been taken during construction and that the tunnel would significantly reduce travel time across the mountain pass once operational.
“Zojila Tunnel is an iconic project and a matter of national pride. It will provide all-weather connectivity between Srinagar and Ladakh,” he said.
Eshaghpour played a key role in the design of three vertical shafts, each about 500 metres deep, which are intended to support ventilation and emergency evacuation systems inside the tunnel.
According to him, the project will improve transport links and ensure uninterrupted movement of people and goods throughout the year, benefiting communities on both sides of the pass.
Eshaghpour said around 75 percent of the construction work had been completed and estimated that the remaining works would take another two to two-and-a-half years before the tunnel becomes fully operational.
The recent breakthrough marked a major engineering milestone and reflected the combined efforts of agencies involved in executing the project under some of the most demanding geographical and weather conditions in the Himalayas, he said.

Drass, June 9

Chief Minister Omar Abdullah on Tuesday accompanied Union Minister for Road Transport and Highways Nitin Gadkari during the historic breakthrough ceremony of the Zojila Tunnel.

Marking a major engineering milestone, both ends of the strategically important tunnel on the Srinagar-Leh National Highway were successfully connected today.

The breakthrough was initiated by Union Minister Nitin Gadkari, who pressed a remote-triggered blasting mechanism at the East Portal site near Minimarg in Ladakh.

The event was witnessed by Jammu and Kashmir Lieutenant Governor Manoj Sinha and other senior officials.

With this development, the project moves closer to completion of what will be one of the most critical all-weather road links between Kashmir and Ladakh.

Once operational, the tunnel is expected to reduce travel time across Zojila Pass from 1-1.5 hours to just about 15 minutes, significantly improving year-round mobility.

The tunnel is a geostrategically vital infrastructure project measuring 13.153 km in length, 9.5 metres in width, and 7.57 metres in height, built at an altitude of around 11,578 feet above sea level. It is a horseshoe-shaped, single-tube, two-lane road tunnel designed to ensure uninterrupted connectivity even in extreme weather conditions.

The project is being executed by the National Highways and Infrastructure Development Corporation Limited.

Speaking at the ceremony, CM Omar described the tunnel as a project that will “transform daily life” in the region.

He said it would ease access to education, healthcare and markets, and significantly boost tourism and trade. “It will bring improvements in people’s lives that we may not fully realise today,” he noted, while congratulating the local population.

The CM also welcomed the breakthrough as the fulfilment of a long-pending demand of the region, while stressing the need to complete the remaining works at the earliest so that the tunnel can be fully operational.

On broader connectivity, CM Omar highlighted the need for improved air connectivity for Kargil. He said efforts had been made in this direction but more support was required.

Kashmir Impulse Desk

Drass, June 9

The government on Tuesday achieved a major engineering milestone in the construction of the strategically important Zojila Tunnel after engineers completed the final breakthrough excavation, bringing the decades-long vision of all-weather connectivity between Kashmir and Ladakh significantly closer to reality.

The breakthrough was achieved after a controlled blast pierced the remaining 2.5 metres of rock separating the two ends of the tunnel beneath the Himalayan massif, officials said.

The event marked a critical stage in one of India’s most ambitious infrastructure projects and one of the highest-altitude road tunnels under construction in the world.

Union Minister for Road Transport and Highways Nitin Gadkari remotely triggered the final blast near the eastern portal at Minimarg in Ladakh, formally declaring the breakthrough. Jammu and Kashmir Lieutenant Governor Manoj Sinha, Chief Minister Omar Abdullah and senior officials of the National Highways and Infrastructure Development Corporation Limited (NHIDCL) attended the ceremony.

The breakthrough was achieved approximately six months ahead of schedule, project officials said, underscoring the rapid pace of construction despite challenging geological conditions and extreme weather in the Himalayas.

Once completed, the 13.153-km tunnel will provide year-round connectivity between the Kashmir Valley and Ladakh, ending the seasonal isolation caused by heavy snowfall on the Zojila Pass, one of India’s most treacherous mountain routes.

“This breakthrough marks a defining moment in India’s infrastructure development journey and brings us closer to ensuring seamless all-weather connectivity between Jammu and Kashmir and Ladakh,” Gadkari said.

The Zojila Tunnel forms part of a 31-km project stretching from Sonmarg in Kashmir to Minimarg in Ladakh, including approach roads and bridges.

Constructed at an altitude of around 11,578 feet above sea level, the tunnel is designed as a horseshoe-shaped, single-tube, two-lane road tunnel measuring 9.5 metres wide and 7.57 metres high.

The project is being executed by Megha Engineering and Infrastructure Ltd (MEIL), which employed the New Austrian Tunnelling Method (NATM), an internationally recognised technique used to excavate tunnels through difficult and unstable rock formations.

Engineers had to navigate complex Himalayan geology, including fractured rock zones, water ingress and severe winter conditions that frequently halt construction activities in the region.

According to NHIDCL officials, approximately 85 percent of the overall project has been completed.

Following the breakthrough, civil construction work is expected to continue for another seven to eight months before installation of electrical, ventilation, safety and communication systems begins.

Officials said the tunnel is expected to be opened to traffic by February 2028.

The tunnel’s completion is expected to dramatically reduce travel time across the Zojila axis. Journeys that currently take between one and one-and-a-half hours over the mountain pass will be shortened to roughly 15 minutes through the tunnel, while eliminating weather-related disruptions.

For residents of Ladakh, the project promises uninterrupted access to essential supplies, healthcare services, education and economic opportunities throughout the year. The Zojila Pass, located on the Srinagar-Leh highway, typically remains vulnerable to closure during winter months because of heavy snowfall and avalanche risks.

The tunnel also carries major strategic significance for India’s military.

The Srinagar-Leh highway serves as the primary surface route for transporting troops, fuel, equipment and supplies to Ladakh, a region bordering both Pakistan and China. Improved all-weather connectivity is expected to enhance military logistics and operational readiness along India’s northern frontiers.

Defence analysts have long regarded the tunnel as a critical asset for sustaining rapid troop mobilisation and maintaining supply chains to forward areas, particularly after heightened security concerns along the Line of Actual Control with China and the Line of Control with Pakistan in recent years.

The project was first conceived decades ago but faced repeated delays due to technical, financial and environmental challenges. Construction gained momentum after the federal government accorded it priority status as part of a broader push to strengthen infrastructure in border regions.

Ladakh Lieutenant Governor Vinai Kumar Saxena described the breakthrough as a historic achievement and a transformative development for the Union Territory.

Calling the tunnel a dream project of Prime Minister Narendra Modi, Saxena said it would revolutionise connectivity, strengthen access to border regions and accelerate economic development.

“The historic breakthrough of Zoji La Tunnel will prove to be a game-changer in the development journey of Ladakh,” Saxena said in a post on social media platform X.

He said the project would boost tourism, create new livelihood opportunities and support sustainable development efforts across the high-altitude region.

Beyond its strategic role, the tunnel is expected to generate significant economic benefits by facilitating trade, reducing transportation costs and increasing tourist arrivals in Ladakh, which has emerged as one of India’s most popular mountain destinations.

For residents on both sides of the Zojila Pass, Tuesday’s breakthrough represented more than an engineering accomplishment. It marked a symbolic step toward ending decades of seasonal isolation imposed by one of the Himalayas’ most formidable mountain barriers and bringing permanent, all-weather connectivity to one of India’s most remote regions.

Kashmir Impulse Desk

Srinagar, June 8

The final breakthrough of the Zojila Tunnel, one of India’s most ambitious mountain infrastructure projects, is set to take place on Monday, marking a major milestone in efforts to provide all-weather road connectivity between Kashmir and Ladakh.

Union Road Transport and Highways Minister Nitin Gadkari is scheduled to visit the project site to witness the breakthrough of the tunnel excavation and review progress on the strategically important project.

The breakthrough of the 13.15-km tunnel will complete the most critical phase of excavation work and move the project closer to becoming operational, ending decades of seasonal disruption caused by heavy snowfall and avalanches on the Srinagar-Leh highway.

Constructed between Baltal in the Sonmarg area of Ganderbal district and Meenamarg in the Drass sector of Ladakh, the tunnel lies at an altitude of about 11,578 feet above sea level.

Once completed, it is expected to be the world’s longest single-tube bi-directional road tunnel at such a high altitude.

The project is being executed by Megha Engineering and Infrastructure Limited for National Highways and Infrastructure Development Corporation Limited and is regarded as one of the country’s most challenging engineering undertakings in the Himalayan region.

Officials associated with the project said the breakthrough represented a significant achievement after years of work under extreme weather conditions, fragile geology and recurring avalanche threats.

Construction began in October 2020 and has included the completion of twin tunnels at Nilgrar, approach roads, bridges, snow galleries and protective structures designed to withstand harsh mountain conditions.

The tunnel is being built using the New Austrian Tunnelling Method, a construction technique widely used in complex geological environments.

“Construction teams worked in temperatures ranging from minus 20 to minus 30 degrees Celsius for nearly 100 days every year,” a project official said.

The site also faced several avalanche incidents during construction, including a major avalanche in January 2023 that stranded more than 170 workers before rescue operations were carried out.

Despite the challenges, excavation work progressed steadily with the support of a workforce of more than 1200 personnel, officials said, adding that local residents accounted for a large share of those employed on the project.

The tunnel is expected to transform connectivity by ensuring uninterrupted movement of passengers, goods and essential supplies throughout the year between Kashmir and Ladakh, regions that have historically faced prolonged winter isolation due to the closure of the Zojila Pass.

Residents and business owners in Ladakh said the project would reduce hardships caused by winter road closures and improve access to essential commodities.

“Earlier, we had to stock supplies for months because the highway would remain closed during winter. Once the tunnel becomes operational, connectivity will improve significantly,” said a resident from Leh visiting the area.

Tourism stakeholders in Sonamarg said year-round access to Ladakh would boost visitor arrivals, extend the tourism season and generate new economic opportunities for local communities dependent on tourism.

“Tourists will be able to travel more easily in every season, which will benefit businesses across the region,” said a local tour guide.

Spread across a total project length of nearly 31 km, including approach roads and bridges, the Zojila Tunnel is expected to strengthen trade, tourism, emergency response capabilities and strategic mobility along one of India’s most sensitive border corridors.

Once completed, the project is expected to provide uninterrupted road access between Kashmir and Ladakh for the first time, reducing travel disruptions that have long affected residents, businesses and security operations in the region.
