Exchanges views on governance, public service delivery, administrative reforms

Chief Minister Omar Abdullah on Friday met Karnataka Chief Minister D K Shivakumar on the sidelines of a national policy and leadership conclave in Bengaluru, using the occasion to congratulate the senior Congress leader on his recent elevation and discuss issues related to governance and inter-state cooperation.
The meeting took place during The Hindu Huddle, an annual forum that brings together political leaders, policymakers, industry representatives and public intellectuals for discussions on national issues.
Abdullah, who was participating in one of the event’s discussion sessions, met Shivakumar during the programme and conveyed his congratulations following the Karnataka leader’s recent assumption of higher responsibilities in the state government.
According to officials, the two leaders exchanged views on governance, public service delivery and administrative reforms, while also discussing opportunities for strengthening cooperation between Jammu and Kashmir and Karnataka.
“It was a pleasure to meet and be able to congratulate my friend D K Shivakumar in person on the sidelines of The Hindu Huddle,” Abdullah said after the meeting.
“I’m sure his term in office will be hugely beneficial to the people of Karnataka,” he said.
The interaction comes at a time when political leaders across states have increasingly sought to share experiences on issues ranging from public welfare and digital governance to urban development and employment generation.
Officials familiar with the meeting said Abdullah expressed confidence that Jammu and Kashmir and Karnataka would continue to exchange ideas and best practices in governance and development.
The meeting also reflected the growing importance of inter-state engagement among political leaders as governments seek to adapt successful administrative models from other parts of the country.
Abdullah, who returned to office following the restoration of an elected government in Jammu and Kashmir, has repeatedly stressed the need to improve governance and public service delivery while accelerating development initiatives in J&K.
His participation in The Hindu Huddle formed part of a broader engagement with policymakers, academics, and political leaders attending the event.
The conference has emerged as one of India’s prominent public affairs platforms, featuring discussions on politics, economics, technology, international relations and social policy.
For Shivakumar, one of the Congress party’s most influential leaders in southern India, the meeting came just days after assuming his new role in Karnataka’s government.
Political observers view Shivakumar as a key figure within the Congress organisation, particularly given his role in strengthening the party’s position in Karnataka, one of the few large states currently governed by the opposition party.
Although the meeting was largely ceremonial, it underscored continuing political engagement between leaders from different regions of the country and highlighted the role of national forums in facilitating such interactions.
Officials said the discussion was cordial and focused primarily on governance-related issues rather than party politics.
The meeting also took place against the backdrop of wider opposition consultations at the national level, with several regional parties, including Abdullah’s National Conference, continuing to participate in broader opposition coordination efforts through the INDIA alliance.
While no formal announcements emerged from Friday’s interaction, both leaders emphasised the importance of cooperation, exchange of ideas and learning from successful governance initiatives implemented in different parts of India.
Political analysts noted that such meetings, though routine, often serve as opportunities for chief ministers and senior political leaders to build relationships and discuss policy experiences that may later inform governance initiatives in their respective states and Union Territories.
